The Tennessee Housing Development Agency (THDA) is a self-sufficient, independently funded state agency established by the Tennessee General Assembly in 1973. Its primary mission is to promote the production and preservation of affordable housing opportunities for low and moderate-income Tennesseans. THDA operates as Tennessee’s housing finance agency, providing a variety of services including mortgage lending, down payment assistance, and the administration of federal housing programs. The agency manages the state’s Section 8 Housing Choice Voucher program in 72 of Tennessee’s 95 counties and oversees the distribution of Low-Income Housing Tax Credits (LIHTC) throughout the state. The agency is funded through the sale of mortgage revenue bonds and mortgage-backed securities, as well as fees and federal grant programs, operating without state tax dollars. THDA administers several key programs including the Great Choice Home Loan program, Housing Trust Fund, Emergency Solutions Grants, and HOME Investment Partnerships Program. THDA is governed by a 16-member Board of Directors, including the Governor, State Treasurer, Comptroller, Commissioner of Finance and Administration, and other appointees representing various housing and real estate sectors. The agency maintains its headquarters in Nashville and serves all regions of Tennessee through multiple field offices.
