The Federal Railroad Administration (FRA) is a federal agency within the United States Department of Transportation (USDOT) that was established by the Department of Transportation Act of 1966. The FRA is responsible for developing and enforcing rail safety regulations, managing railroad assistance programs, and conducting research to support the development and improvement of railway safety, policy, and technology in the United States. The agency oversees compliance with federal railroad safety laws and regulations for more than 760 railroads operating in the United States, including freight, passenger, and commuter rail services. The FRA’s responsibilities include track and infrastructure safety standards, equipment safety standards, operating practices, and hazardous materials transportation regulations. The FRA also administers federal grants and loans for railroad infrastructure projects, including the High-Speed Intercity Passenger Rail Program and Railroad Rehabilitation and Improvement Financing. The agency plays a crucial role in implementing positive train control (PTC) systems and other advanced railway technologies across the U.S. rail network. Headquartered in Washington, D.C., the FRA maintains eight regional offices throughout the country and employs safety inspectors, engineers, and other specialists who work to ensure the safety and efficiency of the nation’s rail transportation system.
