Voice of America (VOA) is a U.S. government-funded international multimedia broadcaster established in 1942. Operating under the U.S. Agency for Global Media (USAGM), VOA produces digital, TV, and radio content in more than 40 languages, reaching an estimated weekly audience of 311.8 million people worldwide. Initially created during World War II to combat Nazi propaganda, VOA has evolved into a comprehensive news organization providing news, information, and cultural programming. The organization operates under a Congressional mandate and follows the VOA Charter, signed into law in 1976, which requires it to serve as a consistently reliable and authoritative source of news, represent America and its policies clearly and effectively, and present balanced coverage of American thought and institutions. VOA maintains its headquarters in Washington, D.C., and operates numerous bureaus worldwide. The organization’s programming includes news coverage, educational content, and cultural exchanges. Despite being government-funded, VOA is protected by the “firewall” provision in the U.S. International Broadcasting Act, which prohibits interference in its editorial independence. The Smith-Mundt Modernization Act of 2012 amended previous legislation to allow VOA content to be disseminated within the United States, although the organization’s primary focus remains international audiences.
